What's Pre-Cat Lacquer?

A UK turner on a DVD I watched uses pre-cat lacquer. Is there an equivalent here in North America, and if so, what is it called and where can I get it? 

Michael Dresdner: It’s called pre-cat lacquer here, too, and you can find it at just about any outlet that deals with professional finishers, such as Sherwin Williams and ICI. Both companies have locations throughout North America, but other local professional coatings suppliers are also likely to carry it. A furniture finisher in your area might know the best local places to buy such finishes.
